17-year-old charged with killing Maury athlete Humphrey

Story - Higher SPSA rate, if OK'd, would be highest in the countryLet's go with the most free enterprise solution...maybe its time to get rid of institutions, like SPSA, and let market forces determine a market rate for tipping fees.
